WW2 Cover to the Mr. Pang Vui Chau of Jesselton Civil Hospital,

FACEBOOK 2019-10-10 North Borneo Philately :  re WW2 Cover to the Jesselton Civil Hospital, bearing WAR TAX 1c cancelled 12 JUL 1941, with a UP3 T in inverted triangle marking and a 1939 8c green Postage Due alongside, presumably paying for twice the deficiency of 4c, the prevailing local letter rate. A locally used War Tax 1c on cover is rare but the Postage Due stamp makes this cover doubly rare, notwithstanding that it was probably and most likely made for personal collection. I wonder if anyone knows who the recipient is, a Mr. Pang Vui Chau. Would be nice to meet his descendants to ask a few questions.
