2011 Rating System for Malaysian Higher Education Institutions
(SETARA ' 11)
The 2011 Rating System for Malaysian Higher Education
Institutions (SETARA ' 11) measures quality of teaching and
learning at level six of the Malaysian Qualifications Framework
(undergraduate level) in universities and university colleges in
Malaysia.
The SETARA ' 11 rating instrument access the quality of teaching
and learning WITH three generic domains :
1) input - talent, resources and governance
2) process - curriculum matters
3) output - quality of graduates and graduate satisfaction
The SETARA ' 11 exercise classifies its rating into six Tiers,
ranging from
Tier 1 - Weak
Tier 2 - Satisfactory
Tier 3 - Good
Tier 4 - Very Good
Tier 5 - Excellent
Tier 6 - Outstanding

According to the World Economic Forum’s ‘Global
Competitiveness Report 2011/2012’: Malaysia’s overall higher education
sector is ranked 14th (out of 142 countries), and its primary education is
ranked 21st.”
Statistics released by the Ministry of Higher Education (MOHE) 2013 :
Malaysia has 414 private colleges, 37 private universities, 20
university-colleges and seven foreign branch campuses nationwide to date.
Malaysia believed that education was a key backbone sectors in the country
that would leave consequential impact towards other industries.
The Education National Key Economic Area (NKEA) has been targeted to more
than double the total gross national income to RM60.7 billion by 2020 from
the current RM27.1 million seen in 2012.
Continuing on its decade-long trend of gross domestic product (GDP) growth
(of 6.8 per cent per year on average from 2000 to 2009), the education
sector of Malaysia has been the subject of a renewed focus for the
government, as well as from private investors both in Malaysia and abroad.
The Malaysian higher education sector has grown tremendously to becoming an
educational hub for excellence in the Asian region.
Malaysia today is the world’s 11th largest exporter of educational services
with over 90,000 international students from over 100 nations studying at
its schools, colleges, university colleges and universities.
This has been achieved due to the Government’s dedicated efforts in
strengthening competitiveness and championing Malaysia’s international
education brand in its endeavors to achieve a high-income nation status by
2020.
Under the stewardship of the Higher Education Ministry, the vision of the
Government was to create a higher education environment that fosters the
development of academic and institutional excellence in order for Malaysia
to secure its position as a global education hub.
In 2011, the Higher Education Ministry set a target of attracting 85,000
international students to the growing number of private education
institutions, but surpassed this by achieving a 93,000 international student
enrolment rate.
The Ministry’s success in this initiative has been characterised not only
through achieving the target for student enrolment but also in simplifying
and facilitating an administrative environment for the international student
community to gain support and ease of entry into the system.

processing services for international students offers a supportive
environment for students who choose to study here.
The online registration and application streamlined all international
applications under the Student Application and Registration System (STARS).”

University Education Scholarships and Study Loans
University education in Malaysia is not free and as the cost of education
rises, it is important to plan ahead and consider
the various options that are available to help finance your education. The
most common forms of financial aid are
scholarships (need not have to repay), study loans (need to repay and
usually with interest) and waiver of tuition fee by
the educational institutions.
Funding of your higher education which include the Scholarship from the
Public Service Department (JPA); Scholarship Division of the Ministry of
Higher Education, The STAR Education Fund, MAPCU Scholarship Programme, Sin
Chew Education Fund, PTPTN study loans, EPF Education Withdrawal Scheme,
